Emmet County agrees to join YES Center juvenile detention multicounty agreement and signs regional safety director 28E

First, the board voted to enter a 28E Agreement with the Northwest Iowa Planning and Development Safety Director Program. The motion to enter the 28E was moved by Supervisor John Pluth and seconded by Supervisor Todd Glasnapp and carried with all ayes.
Second, Cheryl McGrory, representing the YES Center, invited Emmet County to rejoin the multicounty juvenile detention center that provides regional detention services required under Iowa Code. The board approved a motion by Supervisor Jeff Quastad, seconded by Vice‑Chair Tim Schumacher, to enter into the YES Center 28E Agreement to join and become a member; the motion passed unanimously.
Meeting minutes record the board’s approval of both intergovernmental agreements but do not include the specific terms, cost shares, or effective dates for either agreement. County staff or legal counsel will need to provide contract copies or fiscal impacts for public review if requested.
