Hammond board approves downtown electronic sign, city-hall schematic and pavement inventory contracts

Staff presented a request from Dean Button for $4,250 in CIB (Capital Improvement Board) funding to pay for an electronic message board downtown and a site plan prepared by American StructurePoint; the CIB had already approved the allocation. “The city received ready funds for an electronic message board to be installed downtown,” a staff member said, asking the board to approve the allocation and the consultant proposal. A board member moved to approve and the motion passed by voice vote.
The board also approved $79,780 in CIB funding to advance schematic design for City Hall renovations, which staff said will bring in plumbing, HVAC and electrical consultants for reconfiguring spaces including the old courtroom. The staff presentation cited Mayor McDermott’s direction to use City Hall space more efficiently. “This progresses the project and starts bringing in other consultants,” the staff member said; the board approved the funding and agreement.
For pavement management, the board approved a $57,800 professional services agreement with First Group Engineering to perform the city’s biennial PASER inventory using lidar and AI to rate pavement segments, including alleys. Staff said the technology produces more objective scores across segments and will help prioritize maintenance. The board approved the contract and funding by motion.
The board approved Change Order No. 2 for Milestone Contractors totaling $14,175.96 to add detectable warning surfaces and extend pedestrian push buttons at the Sportsplex YMCA intersection after INDOT identified those items during its project review. “This is no deficiency on the design,” staff said, describing the changes as INDOT-requested corrections; the CIB had approved the allocation and the board voted to approve the change order.
The meeting also included a department update reporting INDOT’s planned opening of the 179th Street bridge over the Little Calumet River and completion of resurfacing from Klein Avenue to the bridge, work done in cooperation with neighboring jurisdictions and the Little Calumet River Basin Development Commission. A staff member said an intergovernmental agreement is expected to share one-third of the cost with partners.
What happened next: all four capital items were approved by the board. Staff indicated additional intergovernmental paperwork and consultant agreements will follow as projects progress.
