Jackson — The Town Council voted unanimously on May 18 to deny development plan P25‑205 (a proposed mixed‑use project at 145 West Pearl Avenue and 65 South Glenwood Street) because planning staff concluded the application lacked valid submittal plans necessary to make the findings required under the Land Development Regulations (LDRs).
Planning staff explained the application was originally submitted Oct. 27, 2025, was reviewed by the planning commission, and was continued 45 days at the applicant—s request. Staff and the planning director both recommended denial because staff no longer had in its possession valid submittal plans and therefore could not complete the necessary LDR compliance review.
"Without reviewable plans, the application lacks the detail necessary to evaluate compliance or support the required findings," planning staff told council. Councilor Regan moved to deny the application based on inability to make the required findings pursuant to the LDR; the motion was seconded and approved by voice vote.
Next steps: The applicant may withdraw and resubmit an application with complete plans, or request continuance in accordance with LDRs, but the council said it was under no obligation to grant further continuances.
