Brighton City Council on April 21 approved several land‑use and administrative items, including final reading of Annexation Ordinance 2504 and approval of Amended Planned Development Ordinance 2505 for the Grein Property No. 2, an approximately 88.303‑acre site north of Longs Peak Street and south of East Baseline Road.
Senior Planner Emma Lane outlined the amended planned development and annexation agreement terms: the developer will dedicate right of way along Baseline Road and construct the south half of that road to a minor arterial cross section, design and construct or pay pro rata shares for planned traffic signals (including at North 21st Avenue and Baseline Road), construct a roundabout at North 27th Avenue and Longs Peak Street and provide or reimburse water line work and stormwater outfalls. The annexor will either dedicate park/open space land or pay fees in lieu; a tree preservation and maintenance plan must be submitted with the subdivision plan. Staff recommended approval and noted cultural resource surveys found two sites eligible for local designation but the amended PD removed a preservation requirement for historic homes on the property.
Council approved Ordinance 2504 (annexation) and Amended Planned Development Ordinance 2505 by unanimous votes. Council then approved Resolution 2026-38, the annexation agreement, with an 8–1 vote (Councilmember Green voted no). The consent agenda included a separate action amending the contract with Harley Ellis Devereaux Corporation for the Brighton Recreation Center gym design project for a total contract amount of $821,622; that consent item passed 9–0.
Staff emphasized that subdivision and final plat approval remain required before development proceeds and that additional development agreements will be required at final plat to address site‑specific obligations and reimbursement timing for road construction.
