Opioid steering committee recommends funding four local programs from Beltrami County settlement pool

Amy Bowles, public health director for Beltrami County, told commissioners the county issued a January 2026 RFP to distribute the county’s opioid settlement funds to local agencies. The Opioid Steering Committee reviewed eight applicants and — by unanimous vote — recommended that four be funded and placed the recommendation on the consent agenda.
Bowles read the committee’s recommended awardees in Exhibit A as: Stellar Human Services; Ours to Serve/House of Hospitality (also referenced as Village of Hope); The People’s Church; and Equine Vista Ramp. She said eight total applications were received and that none of the four recommended applicants were prior recipients of these funds.
Commissioners asked whether the board would see the full list of applications; Bowles said the committee typically presents only recommended applicants to protect the privacy of those not selected, but that she could provide the full list on request. One commissioner requested the list in the past; staff said they have the applications and can share them with members on request.
The board did not take a formal vote on the consent agenda item during the public discussion; Bowles said the proposal was on the consent agenda and expected to come forward for formal action.
No specific award amounts were disclosed in the presentation; Bowles said details appear in Exhibit A of the packet.
