Beltrami County announces $1.7 million in road-related grants; board to negotiate township cost sharing on shared border road

On Spring Road Court, which sits on the line between Eland Township (an unorganized township) and Shotley Township, staff said Shotley has been covering all maintenance while Eland has had no maintenance budget. County staff asked the board for direction to begin negotiating an agreement to split jurisdiction and costs; board members suggested options such as splitting winter and summer duties or sharing contractor bills.
In a separate announcement, county staff reported three recent awards that will be added to the five‑year road plan: a $370,000 federal Carbon Reduction Program grant to offset resurfacing on Adams Avenue; a $223,000 Highway Safety Improvement Program award for center-line and edge-line rumble strips that will be funded at 100% within a state program; and a $1,100,000 Local Road Improvement Program (LRIP) grant for Carr Lake Road reconstruction, including extended curb, gutter and a sidewalk or trail connecting to the Paul Bunyan Trail. Staff said the LRIP timeline will require moving the Carr Lake project forward by one year.
Turtle River Township also received approximately $1.5 million from the LRIP for Little Bass Lake Road improvements, staff said.
Commissioners instructed staff to start negotiations with Eland Township and to confer with neighboring townships about cost‑sharing options before returning with proposed agreements. No formal board vote occurred on the maintenance item at this meeting.
County staff noted the grants are competitive applications and emphasized the importance of knowing available programs and applying aggressively to secure funds.
The board did not set any final agreements at the meeting; staff will report back with negotiation results and proposed cost splits.
