Alma Burgess, the county's grant administrator, briefed the council on ARPA and RAPs/restaurant-tax (wraps) funds. She said Cache County received roughly $25 million in ARPA funds and has obligated those funds across 75 approved projects (67 complete, 8 remaining). As of the meeting there remained approximately $903,000 in obligated but unspent ARPA funds that must be spent by December 31, 2026 unless reallocated.
Burgess outlined several subrecipients and the status of their remaining balances and explained the Appropriations Committee’s recommendation that projects show significant progress by March 2026; council members asked that remaining unspent funds be reviewed at the Appropriations Committee meeting on June 1 to consider reallocation to projects that can spend by the deadline.
Burgess also presented the RAPs and restaurant-tax application review: 89 applications (17 municipal, 43 non-profit); available funds were roughly $5.4 million and the committee’s recommendations totaled $4,691,055. Council discussion focused on scoring criteria, fairness across municipalities, and ensuring transparency about award decisions. Council members asked for more public explanation of how awards are scored; committee members described a 0–5 scoring system across seven reviewers with the total score guiding awards.
Councilmember 10 moved to amend award #47 (Logan Community Foundation) from $50,000 to $100,000 based on an updated production count; the amendment passed (voice vote, one nay). The council then approved the full wrap recommendations as amended by voice vote.
Burgess noted two ARPA subrecipient balances (about $18–$19k each) that are unlikely to be spent and that the council could reallocate those funds if needed. The Appropriations Committee will review the specifics and make recommendations to the council at its June meeting.
