Council approves $160,000 supplemental appropriation for senior center solar project

The Oxford City Council on Monday adopted a supplemental appropriation that moves $160,000 into the capital improvement fund to pay for a rooftop solar photovoltaic (PV) system at the senior center, to be funded from the city's cannabis excise tax receipts.
The finance director told council the transfer will cover the cost of installing solar panels on the senior center roof and that the city intends to apply for investment tax credits to offset the expense. "That is at a cost of $160,000. We are using the cannabis excise tax that we've collected... to cover the cost of those solar panels," the finance director said.
At the meeting, Mister Elliott told council the RFP for design-build services was published May 8 and that the bid opening is scheduled for May 29. He described the planned system as approximately "a 30 kVa system" with a payback of roughly 15 years.
Council adopted the supplemental appropriation by roll call after a discussion of funding sources and related small capital purchases (benches and trees) supported by the Oxford Community Foundation. Staff said the senior-center solar project will be coordinated through the capital improvements program and returned to council with procurement documentation after competitive bids are opened.
The city directed staff to proceed with procurement and to pursue available tax-credit offsets; timing for final installation will depend on the procurement results and contractor availability.
