Todd, a county staff member, told the board the county tied guarantees required of Northern Township to conditions in the purchase and sale transaction rather than pursuing a performance bond, which staff said would be costly and difficult to secure. "We decided not to pursue that guarantee. So instead... we tied the performance of this hold harmless agreement on the part of the township to the purchase and sale agreement," Todd explained.
Commissioners asked how an anticipated township incorporation later in the year would affect the contracts; staff said the county attorney would review options and that the county could use an addendum or assignment to shift obligations to a successor municipal entity if needed.
A motion to approve the hold‑harmless and purchase and sale agreements was made and carried unanimously.
On a separate motion, the board adopted the county’s budget principles and priorities as presented. One commissioner had proposed adding language noting that "a budget is a moral document" and urging restoration of library funding and indicated they might oppose the motion without that insertion; the board approved the principles by a 3‑2 voice vote.
The board also approved naming Commissioner Sumner and Commissioner Gould as representatives to the county budget committee; that motion passed with one commissioner recording an abstention.
The meeting concluded with routine commissioner reports on parks, solid waste, regional airport affairs and other local items, and the board adjourned by voice vote.
