Carter County commissioners approve multiple budget amendments, postpone final payment on $18,500 invoice

The Carter County Board of Commissioners on April 20 approved a slate of budget amendments that included one-time $400 awards for 142 sheriff’s department employees and several school, highway and ARP fund adjustments, and agreed to revisit a contested vendor invoice at next month’s meeting.
Commissioners approved Budget Amendment 101‑10F to award 142 sheriff employees $400 each — a $56,800 total drawn from the county’s Unassigned Fund Balance — after a voice vote that recorded 14 yes, 1 no and 2 abstentions. Julie Guinn moved the measure.
The board also approved a series of other committee-recommended budget amendments: County Fund Budget Amendment 101‑10 (items 1–21) totaling $271,600.79, Highway Fund Amendment 131‑7 for $1,411,740.55, School General Fund Amendment 141‑9 for $31,714.91, School Federal Projects Amendment 142‑6 for $654,518.80, and an ARP Fund amendment (127‑4) of $767,481.72 for multiple utility district projects. All of these measures passed on voice votes with recorded majorities.
A separate motion to pay Schaus Professional Services Invoice #40126 for $18,508.60 failed earlier in the meeting after a voice vote recorded 11 yes, 5 no and 1 abstain. Later in the meeting the commission voted 12 yes, 4 no and 1 abstain to bring the Schaus invoice back for a re‑vote at the May 2026 meeting. The motion to return the item to the May agenda was made by Avery Wynn; Commissioner Keith Range withdrew a second during the maneuvering and Todd Smith later seconded the motion that carried.
Finance Director Carolyn Watson told commissioners the financial packet included emergency spend reports and that the county had asked for bond interest reimbursement of $964,000. Watson said the county expects to request about $3 million in FEMA reimbursements and noted up to $3.4 million in mitigation funds for county roads that require no county match.
The board approved animal shelter monetary donations of $4,920.11 and non‑monetary donations totaling $275.00, and agreed to declare various county properties surplus as recommended by the Financial Management committee.
Next step: the Schaus invoice will be placed on the May agenda for a re‑vote; the other approved budget amendments will be implemented as recorded in the county’s financial system.
