Planning commission approves Lincoln Skyways hangar at Lincoln Regional Airport

The City of Lincoln Planning Commission on May 20 unanimously approved a design-review permit for a new storage hangar at Lincoln Regional Airport, voting 5-0 to adopt an addendum to the prior environmental impact review and to find a categorical exclusion under the National Environmental Policy Act.
Planning staff described the proposal, PLN25-00025, as a two-bay steel hangar measuring 135 feet by 100 feet (about 13,500 square feet) with a building pad and associated utility extensions that will directly impact about 0.97 acre. Planning manager Mel Pavlouins told commissioners the building would be divided by a firewall into two 67-by-100-foot bays, rise roughly 30–32 feet at the peak (about 22 feet to the eaves), and match existing hangar character at the airport. Pavlouins recommended adoption of the EIR addendum and approval of the design-review application, noting staff had received no written comments before the hearing.
Byron Maynard, representing applicant DPM Rentals, told the commission his company is at capacity and needs hangar space to perform heavy airframe maintenance, painting, avionics, upholstery and other services that currently require aircraft to move between facilities. "Our business is out of space," Maynard said. "Some customers don't want their million-dollar aircraft sitting on the ramp, especially in inclement weather. We need more space." He described safety and wind-damage concerns on the ramp as part of the operational rationale for the new hangar.
After the staff presentation and applicant remarks, Commissioner Gilbert moved to approve the staff recommendation; Commissioner Jerry Johnson seconded. The commission conducted a roll-call vote and recorded five yes votes, with no oppositions or abstentions. The motion approved the EIR addendum, found the project qualifies for a NEPA categorical exclusion, and authorized approval of PLN25-00025 subject to the conditions listed in the staff report.
No members of the public raised hands to speak during the public hearing. The commission did not attach additional direction to staff beyond the standard conditions of approval. With the approval in hand, the applicant may proceed toward permitting and construction compliance in accordance with the conditions of approval and applicable federal, state and local requirements.
