Madison County Public Health seeks vendors for housing assessment and JUUL settlement work; medical director flags measles and immunization schedule changes

Deputy Director Erica Bird, reporting on behalf of the excused Director Eric Faisst, told the board the Community Development Block Grant request for proposals to conduct a housing needs assessment closed with five submissions; staff will schedule a review meeting after Director Faisst returns from vacation.
Bird also said an RFP related to the JUUL settlement is open, with a submission deadline of April 10 and a steering committee scheduled to review proposals on April 15. The board was provided this timeline but took no procurement action at the meeting.
On program work, Bird said subgroups are advancing implementation of the county’s Community Health Improvement Plan; she noted the New York State Department of Health is prioritizing fluoride varnish application this year and that department health educators will promote related trainings and resources to local providers.
Bird outlined department strategic planning activities beginning with a staff survey, a methodology meeting on April 1 that will include Board of Health input, and a planning timeline that runs through the end of 2026. She also reported that the department received a construction permit and that demolition of the facility is scheduled to begin March 30, 2026.
Medical Director Seelan Newton, M.D., reported the department continues to see viral respiratory illnesses and ongoing influenza B activity. Newton said there are about 1,500 measles cases, mainly in Utah, and that cases in South Carolina appear to be slowing. He noted discussion at the QA meeting regarding a recent temporary block at the U.S. Department of Health and Human Services and changes by the Advisory Committee on Immunization Practices to the childhood immunization schedule.
The board received these informational updates; there were no votes on contracting, strategic planning, or the medical issues during the meeting.
