Greene County extends campground moratorium to March after resident raises safety concerns about proposed RV park

Greene County commissioners voted Jan. 21 to extend the moratorium on the construction or expansion of campgrounds within the unincorporated county until March 18, 2025.

The extension followed a public hearing on the resolution. Aimee Eucee, a Woolsey College Road resident, told the commission that about 700 county residents had signed a petition supporting additional regulation and said she opposed a planned 40-site RV park in the Camp Creek community, which would be accessed from Woolsey College Road near Susong Road. "This is mostly a public safety issue," Eucee said.

County officials said the moratorium, originally enacted June 17, 2024 and set to expire in December, was intended to give planning staff time to write or refine rules governing campgrounds and recreational-vehicle parks. Greene County Building Director Tim Tweed told the commission that the planning office needs additional time — in part because staff prioritized flood recovery permitting after Hurricane Helene — and that existing campgrounds damaged by flooding could still be repaired and rebuilt during the pause.

The commission approved the extension by keypad vote called by Mayor Kevin Morrison; the resolution passed with 20 aye, 0 nay and 1 absent (Commissioner White). The moratorium applies only to new campgrounds or expansions; previously approved projects and existing campgrounds remain subject to documented requirements and can rebuild if damaged by the flood, county attorneys said.

Next steps: planning staff will continue drafting revised campground regulations and guidance. The moratorium expires March 18, 2025, unless the commission takes further action.
