Craven County to provide building permits and inspections in Havelock under new MOU

The Craven County Board of Commissioners approved a memorandum of understanding on May 18 that will make the county the permitting and inspection authority for building-code enforcement within the City of Havelock beginning June 1.
Planning staff said the MOU allows the county to administer permit issuance, inspections and final compliance certifications while Havelock retains responsibility for zoning, stormwater and land-use regulation. The arrangement is intended to centralize permitting and inspections for most municipalities in the county (staff said only Bridgeton and New Bern would be exceptions once this MOU is executed) and is presented as budget-neutral because member municipalities will continue paying membership fees to the Metropolitan Planning Organization.
The board discussed implementation logistics, including an online portal and options for residents to visit county offices. The motion to approve the MOU passed by roll call.
