Orange Staff Working Group delays FY27 Annual Work Program schedule, prioritizes sponsor clarifications

The Orange Staff Working Group voted unanimously Feb. 6 to postpone approval of the FY27 Annual Work Program (AWP) schedule after staff said the document’s public release had been delayed and dozens of sponsor questions remained unresolved.
Members said the proposed timeline looked too aggressive given outstanding administrative edits, typographical issues and the volume of comments. Staff reported approximately 75–80 sponsor questions across multiple agencies, with Orange County submitting the largest share; members emphasized the need for a formal reconciliation or “disposition” document to track and resolve comments before the AWP is released publicly.
The postponement motion was made by Chair Josh Mayo and seconded by Doug Plachcinski; the motion passed unanimously. The group directed the SWG Administrator to pause updates to the FY27 AWP until members decide which projects to include and to coordinate consolidation of sponsor responses.
Discussion on prioritization included a specific proposal to fund an update to the Orange County Transit Plan. Members debated the scope (an update versus a full rewrite), timing and whether $300,000 is an appropriate funding level given the current fund balance; they also agreed members could update cost‑per‑hour assumptions and add new projects during an update rather than pursuing a full rewrite.
The group recorded several follow‑up action items: committees or sponsors should identify projects for removal, alternate funding or future amendment (Chapel Hill will remove Data Monitoring/Reporting and transfer funds by amendment; Hillsborough will remove the Ridgeway Greenway for possible future reconsideration; GoTriangle will remove a request for extra outer‑year funding for Route 800 after the TMH opens); Orange County will adjust cost‑per‑hour assumptions based on revenue numbers; the Transportation Development Area (TDA) was asked to provide a Status Quo report to aid discussion at the Feb. 18 meeting; and staff will review the revised project list and prepare to discuss tradeoffs.
