Orange Staff Working Group reviews FY27 AWP administrative corrections, flags funding and timing concerns

The Orange Staff Working Group met Jan. 21 to review administrative corrections to the FY27 Annual Work Program (AWP) and to prepare for substantive funding discussions at a Feb. 6 special meeting. Chair Josh Mayo called the meeting to order at 10:02 a.m. and confirmed the session was recorded.
The group focused on ensuring accuracy of project sponsor submissions, identifying unfunded priorities, and reconciling cost increases between FY26 projections and FY27 requests. ‘‘The purpose of this meeting was to: Review administrative corrections. Ensure project sponsors confirm the accuracy of submissions. Prepare for substantive funding discussions at the February 6 special meeting,’’ the Chair said.
Chapel Hill sought clarification on the status of previously submitted FY26 Q2 amendments. Orange County staff said those amendments are expected to go before the Board of County Commissioners (BOCC) in February and that any BOCC rejection or modification would return items to the SWG for further action; a special meeting may be required depending on BOCC timing. The meeting recorded the action: project sponsors will respond to project-specific questions by Feb. 6, and administrative corrections must be finalized before that meeting.
Participants raised concerns about a general funding deficit and the need to compare prior multi-year projections to current FY27 requests. The group emphasized maintaining reasonable project costs and delivery timelines to preserve public trust. For performance oversight, members agreed to include standard transit performance data—ridership and cost per hour—in FY27 discussions or to address metrics during the upcoming Transit Plan update. Attendees also noted limited coordination across some agencies and identified opportunities to improve regional efficiency and reduce duplication.
Recorded action items from the meeting include the removal of the October and December draft minutes from the agenda so corrections can be made, convening the Financial Procedures Subcommittee, and confirming that administrative corrections will be completed prior to the Feb. 6 special meeting.
The SWG set its next meeting for Feb. 6, 2026. No public comments were recorded during this session.
