Perry council debates infrastructure priorities; new drainage ordinance applies to Stuckey site plan

Councilors and staff used the meeting to review strategic priorities for infrastructure, including recently completed alley work behind Homeland, upcoming work on 8th Street, and longer-term water and sewer projects. The conversation covered whether concrete should be used at heavy-truck entrances, coordination between departments for site planning (electric, fire, public works), and the city’s approach to drainage studies for new development.

A staff member told council that the Stuckey development indicated it would limit work to pavement improvements and not a full rebuild, and that because no permit had been issued the drainage ordinance now in effect applies. The staff member said the city will require an updated site plan to ensure compliance with the ordinance: “So we’re going to require another site plan…that will be our first run through on the new drainage ordinance for development, I believe.”

Councilors also discussed the importance of communicating infrastructure work and grant receipts to the public and suggested presenting a summary of infrastructure spending and grants over the last 15 years. One speaker estimated the city had put “12 or 14,000,000” into infrastructure projects over time; staff characterized that as an approximate, off-the-cuff figure and did not provide a definitive total on the record.

The council closed the discussion by setting a budget hearing at the next meeting and reiterating the need for department-level coordination on site plans and drainage reviews.
