Perry council ratifies CDBG leverage resolution and authorizes water-treatment contract with Downey Contracting

The Perry City Council unanimously approved two CDBG-related measures: resolution 2026‑06, which amends and confirms the city's local matching (leverage) commitment for Community Development Block Grant project number 19758 CDBG25, and resolution 2026‑07, which authorizes the city manager to execute a public construction contract with Downey Contracting LLC for water treatment plant improvements and to apply for reimbursements through the Oklahoma Department of Commerce CDBG program.
Staff explained the measures and the funding context. One staff member described an apparent temporary requirement from the Oklahoma Department of Transportation (ODOT) for additional leverage funds that was later rescinded, saying, “It’s a requirement that ODOT made because we didn’t have, I mean, it required more leverage funds... and today I received a call from Merida. We received a call from ODOT who said never mind.” Staff and council also noted that project bids came back higher than expected and that the city would cover the overage in coordination with grant funds.
Both resolutions passed on voice/roll-call votes. The Perry Municipal Authority later convened and ratified the same resolution 2026‑06 and resolution 2026‑07 as part of its consent actions.
The resolution language authorizes the manager to handle contract execution, funding reimbursements, payments necessary for the project and any other actions required to implement the contract and project under the CDBG program. The city clerk will record the executed contract and associated grant documents.
