Howard County board approves Silver Diner resident-agent change after disclosure of past PBJ

The Howard County Alcohol Board approved a change of resident agent for Silver Diner Columbia LLC on Aug. 26, authorizing Anish Singh to serve on the license after the prior resident agent moved out of state.
Benjamin Carter, counsel for Silver Diner, introduced Anish Singh and described his role as vice president of accounting and finance; Carter said Singh has 18 years with the company and was selected to be listed on Maryland licenses. Carter acknowledged a 2011 PBJ for DUI on Singh’s record and told the board the company views the experience as a lesson that has strengthened its overservice policies.
Board members asked how often corporate officers would visit the location. Singh and the company’s representatives said visits would be infrequent because he oversees many locations, but that management is on-site full time and that managers are TIP-certified. The company reported alcohol accounted for about 4.4–5% of gross sales over a 10-month period at the location and that managers/training staff will be present during operating hours.
After deliberation, the board moved and voted to grant the resident-agent change. The applicant waived the right to appeal at the hearing.
