The Howard County Alcohol Board approved a transfer of a Class A beer, wine and liquor (7-day off-sale) license for the Oakland Mills shopping-center package store to OM Liquors LLC in the name of Mamit Singh Dhruvall.
Counsel for the applicant, identified in the record as Yu, said the transfer concerns a store at 5855 Robert Oliver Place in Columbia and that the applicant and his client were online to answer questions. The applicant, introduced to the board as Grubel, told commissioners he will staff the store in the evenings — "I will do 2 to 12PM midnight at 6 days" — and said he intends to resign his IT position and run the store full time after approval.
Board members asked about violations; the record shows no past violations at the location. Commissioners also noted that the existing staff are certified and will be retained; Commissioner Joe Pitt said that continuity of certified staff made him comfortable with the transfer. Pitt moved to approve the transfer; another member seconded. The board recorded affirmative votes from Chair Chen, Coleman, Han, Johnson and Kim. The applicant waived the right to appeal at the hearing.
The board’s action updates the license holder in county records; the license transfer was approved at the Aug. 26 hearing and will be recorded in the board docket.
