Board reviews first read for Humble Patty site plan for 50 S. Garfield; safety barrier and parking fee recommended

At a May 19 first reading, Trustee Stifler reviewed exterior appearance and site-plan proposals for 50 South Garfield Street, the former Dibson Dogs building, to accommodate a new restaurant called Humble Patty operated by local restaurateur Sam Blahouse.
Stifler noted the building sits in the downtown historic district and said the proposal includes repainting trim and doors, replacing deteriorated trim, adding two new doors, a modest string-lighting scheme, and a roughly 920-square-foot L-shaped outdoor patio with fixed bench seating and planters to separate the space from the sidewalk. The Plan Commission and Historic Preservation Commission recommended approval; HPC unanimously recommended approval on May 6 and the Plan Commission provided conditional recommendations regarding color choices and safety measures.
"We'd like staff and the applicant to work on what type of safety barrier they're going to have and they'll come back to us at our June 9 meeting," Stifler said. Staff noted the proposal lacks one of four code-required parking spaces and the applicant will pay $10,000 into downtown business district improvements as a substitute. Trustees also asked the applicant and staff to explore bike rack or stroller accommodations and to identify tasteful, minimally invasive options to soften an existing rooftop exhaust disc near the cupola.
Applicant Sam Blahouse said Humble Patty will offer burgers and soft-serve ice cream and anticipates opening "right before school season." Trustees emphasized pedestrian safety and asked staff and the applicant to return with recommendations for bollards or other barriers and a plan for bike storage.
Next steps: Applicant and staff will refine safety-barrier options, consider bike-rack placement and roof-detail refinements, and return for a second reading June 9.
