Trustee Stifler led a first read of an exterior appearance and site plan for a new restaurant, Humble Patty, at 50 South Garfield (the former Dibson Dogs site). The property is in the B-2 Central Business District and within the downtown historic district.
Trustee Stifler noted the building is a contributing historic property and outlined modest exterior modifications (paint, new doors, gutters and trim), an L‑shaped outdoor patio of about 920 square feet with fixed bench seating, and minor planters to separate the patio from the sidewalk. The Historic Preservation Commission unanimously recommended approval, and the Plan Commission recommended approval with conditions.
Commissioners and trustees raised pedestrian‑safety concerns around two adjacent parking spaces and asked staff and the applicant to return at the June 9 second read with a recommended safety barrier (bollards or similar) and a bike‑rack solution. Trustee Stifler also said the applicant will pay $10,000 in lieu of providing four code‑required parking spaces; that payment will fund downtown business‑district improvements.
Staff and the applicant agreed to work on details (roof/elevation treatments, masking an existing exhaust disc, seating and circulation) and to report back at the next meeting. No vote was taken on May 19.
