Bridal Canova, owner of Pine Crest Mobile Home Park, urged the council to reconsider a waiver that would exempt the park from the parish92s commercial buffer and fencing requirements. Canova said the development is largely concealed by existing vegetation, that drainage and maintenance crews routinely use a back laydown area that fencing could obstruct, and that forcing tree removal for a fence would leave a vacant, exposed strip that harms the property.
Councilmember Rick Goff and others countered that mobile home parks are developments that the ordinance intends to bring into compliance with fencing and buffer standards, and expressed concern about setting a precedent that would allow future developments to request the same exemption. Goff also suggested the fence location could be adjusted to reduce cost if necessary, but maintained the policy reason for requiring the fence.
After discussion the council voted to deny the waiver request; the motion passed 8911 (the lone no vote was recorded as Councilman Wascom). The record shows a robust exchange between the owner and multiple councilmembers about the practical and visual effects of the requirement, access for utility and drainage crews, and how neighboring properties are treated under existing rules.
Outcome: The waiver was denied and the owner was advised on the council92s reasons and next procedural steps if he seeks to comply or reapply with additional mitigation measures.
