Village outlines development activity and 60th Street stormwater project; village and school discuss referendum timing

Village staff updated the joint meeting on multiple development and infrastructure items, including near-term construction, commercial outlots and a multi-year plan for 60th Street improvements in front of the school district.
Tyler Burkhart reported Target's sewer, water and stormwater infrastructure would be finished soon and that vertical construction should be visible within weeks. He said Woodsonia is expected to present a plan for a one-acre commercial outlot on June 15, and that the board previously approved a 7Brew location and is expecting a Starbucks to open in the third quarter after the developer finishes the shell.
"They're gonna complete a lot of the sewer, water, and stormwater infrastructure this month," Burkhart said of the Target site, and he noted the village is also working on a community-square design near the Beer Garden building and assessing an offer from Donut Monster to buy that building.
On capital projects, Burkhart said the village's capital improvement plan will include stormwater and sewer improvements and that the 60th Street project is tentatively scheduled for engineering in 2028 and construction in 2029. He said the village secured a county grant that will pay for a significant portion of that work and estimated the total project near $1,000,000.
A board member asked whether the 60th Street project would widen the roadway or focus on traffic calming. Burkhart said the plan emphasizes traffic calming and pedestrian-crossing improvements rather than widening.
Burkhart also discussed Riverside Landing (north of the marketplace) and ongoing communications with Pick n Save and property owner Namdar about potential development opportunities.
On referenda timing, Burkhart said the village is watching the school district's plans so they do not compete on the same ballot. Superintendent Cotton said the district is in an exploratory phase; a community survey closed May 1 and a School Perceptions report will be presented to the school board the following Tuesday to inform next steps.
Next steps: village staff will continue development outreach and capital planning; the 60th Street engineering and grant coordination will proceed as part of the capital improvement plan; village and district leaders will coordinate referendum timing based on survey results.
