Iowa City councilors approved the Human Rights Commission's recommended grant recipients and adopted the city's FY27 annual action plan and aid‑to‑agencies allocations on May 19.
Doug Kolash, chair of the Human Rights Commission, said the commission reviewed 10 applications and recommended funding seven organizations to support capacity building, community mobilization and public education on human rights. Kolash noted the commission changed the grant name and structure in prior years and answered council questions about criteria adjustments made in response to state law.
Neighborhood services staff presented the FY27 annual action plan — the HUD‑required document that programs Community Development Block Grant (CDBG) and HOME funds. Brianna Toole said the city will work with roughly $1.1 million in federal allocations and a competitive process that yielded about $440,000 for the FY27 competitive round. Toole explained that timing with HUD typically delays grant agreements until the fall, which can push project starts into later months.
Toole also summarized Aid to Agencies funding: the FY27 program budget is anticipated at about $1.2 million (contingent on local option sales tax and CDBG receipts). The council approved the allocations and asked staff to proceed with agreements and implementation steps.
