MnDOT awards $115,999 LBRP grant to Morrison County for Kuntz Creek bridge replacement

The Minnesota Department of Transportation has executed a Local Bridge Replacement Program grant agreement (MnDOT Agreement No. 1062767, SAP 049-634-019) that provides Morrison County $115,999 to replace Bridge No. 49K15 over Kuntz Creek on CSAH 34, the agreement shows.
The agreement requires a local match of $195,042.50, bringing the total project budget to $311,041.50. The grant is made under Minnesota Statutes §174.50 and Minn. Laws 2025, 1st Special Session, Chapter 15 (H.F. 18), and will be effective once MnDOT obtains required state signatures under Minn. Stat. §16C.05, subdivision 2.
MnDOT’s Exhibit B sets a project schedule that lists an award date of April 21, 2026; a construction start date of June 15, 2026; substantial completion on Oct. 9, 2026; and a contract final completion date of Dec. 31, 2029. Exhibit C identifies the structure as Bridge No. 49K15 on CSAH 34 over Kuntz Creek, located 0.06 miles west of 250th Avenue and 2.08 miles west of Buckman.
The grant agreement limits LBRP proceeds to specified purposes: construction or reconstruction of a bridge, abandonment of a deficient bridge, or constructing a road to facilitate abandonment. The document also treats the county’s interest in the real property as state bond–financed property subject to Minn. Stat. §16A.695 and the Commissioner’s Order, which imposes restrictions on sale, lease, and private use.
Disbursements will be made by MnDOT as Advances on a reimbursement basis. The county must submit draw requisitions with supporting documentation showing percent-complete values and any offsite-stored materials must be approved in advance. MnDOT may withhold or recover funds for events of default, including misuse of grant proceeds, failure to complete the project by the Completion Date, or sale of the real property without required consents.
Contractor certification included in the exhibits shows Marvin Tretter Inc. certifies it employs fewer than 40 full-time employees and is not subject to Equal Pay Certificate requirements under Minn. Stat. §§363A.36 and 363A.44.
Next steps under the agreement include the county submitting draw requisitions as work progresses and complying with recordkeeping, inspection and audit provisions (MnDOT and state auditors). The agreement states that if the project is not started within five years of the effective date or the LBRP Grant is not disbursed within four years of project start, MnDOT’s obligation to fund will terminate.
