City engineer outlines $2.3 million estimate for SR 83–Chestnut Ridge roundabout; water-main replacement added

The city engineer told council on May 18, 2026, that an amendment to Ordinance 2024-44 would add water-main replacement work to the SR 83–Chestnut Ridge roundabout project and raise the current project estimate. The 2023 engineer estimate underlying the 2024 ordinance was about $1.4 million; after adding two stretches of approximately 60-year-old asbestos-concrete water main and a 10% contingency, the engineer estimated a total near $2.3 million, with an estimated local share for the water-main work of about $500,000.
The engineer said Ohio Department of Transportation (ODOT) rules do not cover water-main work that is not strictly necessary to the road project, so the replacement costs for those sections would be paid 100% from the city’s local funds. The engineer also said the city recently received a $202,000 reimbursement check from ODOT for right-of-way costs and that ODOT staff indicated there may be additional safety funds of roughly $100,000 pending final bid reviews.
The engineer noted the additional costs were included in the 2026 capital-improvement budget and said the city would advertise the contract for competitive bids; once bids are received the finance director and engineer will reallocate funds as needed to align budgets with actual bid pricing.
Council did not take a final vote on the amendment during the meeting; the clerk later read the ordinance text in first readings. The engineer said paving and lighting on related projects (Avenue project, Root Road soccer complex, Taylor Parkway) are nearing completion.
The engineer asked council to authorize advertising for bids and noted that final contract awards will be brought back to council for approval after the competitive process.
