Council approves $1.09M construction contract for Lizzie Lane drainage channel, part of $1.2M GLO grant

Tomball City Council voted May 18 to award a construction contract to AR Turnkey Construction Inc. for phase 1 of improvements to the Lizzie Lane drainage channel.
Drew (speaker 9) presented the recommended bid and said the project is funded primarily by a General Land Office grant of $1,200,000 with the city contributing $150,000. The construction contract award to AR Turnkey is $1,087,410. Drew said the contract includes liquidated‑damages provisions and that the GLO requires the project be completed by March 2027.
The work will deepen and widen the Lizzie Lane channel to increase capacity and reduce recurrent flooding in the area; phase 1 covers the channel south of Lizzie Lane and west of Persimmon. Staff said phase 2 would extend the channel farther west and is being coordinated with the Tomball Economic Development Corporation and property acquisitions on adjacent parcels.
Council asked about the project timeline and penalties for late completion; staff confirmed liquidated damages are included and said the construction schedule allows about 180 days after a notice to proceed. Members expressed appreciation that outside grant funding accelerated a project that had previously been on the city’s capital schedule for a later year.
The council approved the contract in a verbal roll call (motion and second); the motion carried by recorded aye votes.
