Donald C. Smith Jr., identifying himself as a Central Prep resident and representing the Citizens Advisory Board (CAB), and Rob Burton presented a CAB resolution asking the city to increase neighborhood funding and restore outreach supports.
Rob Burton summarized the resolution’s three primary requests: restore the neighborhood fund (line item 800-031 under community development) from roughly $198,000 per year back to $990,000 per year; add a $5,000 non‑rolling travel line for CAB board members to attend the national conference; and reinstate a line item for neighborhood flyers. Burton cited federal and local participation frameworks, including Title 24 of HUD and the city’s Citizens’ Participation Plan, as the basis for public involvement in budget development. "Therefore, let it be resolved ... the future budget proposed by the City of Birmingham, starting with the FY 2027 budget, should include increasing the line item number 800-031 ... from a total of 198k a year, back to the previous total of 990k per year," Burton said.
The presenters offered to meet with council members and mayoral staff to discuss the proposal in more detail. The clerk closed public comment after the two speakers; council members thanked them for their presentation. The resolution was presented for consideration and will be part of ongoing budget committee and public hearing discussions.
