Mayor unveils $615 million proposed FY2027 budget; council sets June 3 public hearing

The mayor detailed specific line items, including $12,000,000 for street paving, $3,000,000 for pavement work, $1,500,000 for demolition, $500,000 for traffic calming and $1,500,000 for critical repairs; the mayor also highlighted program investments such as $2,000,000 for the Birmingham Promise, $1,000,000 for mental health supports in partnership with Birmingham City Schools, and a proposed increase in Community Violence Intervention funding from $1,500,000 last year to $3,000,000 this year. He said homelessness response funding is proposed at $3,000,000 and noted continued transit investments and employee compensation steps.
Council members asked for follow-up materials. Councilor Smitherman thanked the mayor for the community violence funding and requested an electronic copy of the mayor’s budget message; she also asked how deferred maintenance for specific facilities (for example, museums) is handled and requested a comparison of department requests versus amounts granted. The mayor and staff said they would provide department-level detail and confirm how deferred-maintenance allocations are shown in the budget book (the administration said a new Oracle system shifts some line-item detail to department-level pages).
On a separate motion the council approved a resolution setting the statutorily required public hearing on the mayor’s proposed budgets for June 3 at 5:30 p.m. in the council chambers; the clerk said the hearing will be available in person and online. The council directed staff to publish hearing details and prepare the department-level materials requested by council members.
The council will take public testimony and consider the mayor’s proposal at the June 3 public hearing; additional budget committee meetings and detailed departmental materials will follow as the council considers amendments and adoption.
