Sandy Williams, executive director of the Kentucky Infrastructure Authority, said a $262,300 increase to a Springfield wastewater treatment loan (bringing the total to approximately $2.88 million) resulted from bids coming in higher than estimates; the original terms and a 30‑year loan term at 0.5% interest remain in place.
Kylie Palmer, deputy commissioner for the Cabinet for Economic Development, presented one EDF forgivable loan for Perry County ($1,000,000) and 11 KPDI EDF grants to counties across the Commonwealth to support site readiness, infrastructure and due‑diligence costs. Palmer explained local match requirements vary by county population and range roughly from 10% to 20% and that pool allocations under prior appropriations have remaining balances that support the awards.
Members asked about local match determinations and the timeframe for projects; Palmer said match tiers are determined by county population and reviewed every two years and provided high‑level remaining pool figures for prior and current appropriations. Committee members asked for confirmation on wage thresholds tied to loan forgiveness for the Perry County loan; staff said the loan documents include wage requirements and they would confirm and report back.
The committee moved, seconded and approved the packaged actions and recommendations.
