House concurs in Senate amendments to animal welfare bill after committee report

Member from Showa reported that the House Government Operations and Military Affairs Committee voted to concur with the Senate amendment on a 9-0-2 vote and reviewed the primary changes. The Senate amendment removed a provision directing the director of animal welfare to create a certified rabies vaccinator program because similar work is already being done elsewhere in state government. The amendment also standardizes language by using the term "pet dealers" in a number of places.
A numeric cap previously included in the bill that would have allowed up to 35 breeding dogs was removed; the Senate asked the director to consult interested parties and deliver a report proposing a comprehensive system for breeding-animal limits rather than setting a specific number in statute. The committee also removed a requirement that rescue organizations supply intake data to the division of animal welfare, citing capacity concerns for a division that currently consists of a single director. Finally, advertiser-information and some licensing language were deferred so the director can develop a more comprehensive licensing approach in the future.
The House recorded concurrence by voice vote; the Speaker announced the ayes had it.
