County allocates LATCF funds to school daycares, approves building projects and continues N71 campus planning

Cottonwood County on May 5 approved one-time distributions from a $100,000 Local Assistance and Tribal Consistency Fund (LATCF) allotment to five school daycares and approved several facility purchases and project steps.
Commissioner Thomas D. Appel described a Windom Way Forward Committee proposal to divide the LATCF funds among five school daycares. The board approved one-time payments conditioned on receipt of daycare licensure documents by Dec. 31, 2026: Comfrey School daycare — $10,000; Mountain Lake Christian School daycare — $10,000; Westbrook/Walnut Grove School daycare — $20,750; Mountain Lake School daycare — $27,300; Windom School daycare — $31,950.
Separately, the board approved a $129,500 quote from Bargen to replace the roof at the Public Health building and authorized a $1,961.27 sales agreement with Ban-Koe to add elevator modules to the courthouse fire alarm system. Appel reported progress on broadband installation in Mountain Lake and described a May 4 meeting with Contegrity about an addition/remodeling proposal for the N71 campus; the board gave consensus to continue moving forward with the N71 project and asked staff to explore possible annexation of the property into city limits.
The LATCF disbursements are conditional on license documentation; the other approvals fund immediate facility work and further planning steps for the N71 campus.
