The Decatur City Planning Commission on May 19 approved site plan 731-26114 for a 9,740-square-foot Flint Volunteer Fire Department station on Oxmoor Flint Road, voting 8-0 to approve the consent-item site plan with conditions on surfacing and landscaping.
Staff presented the proposal and noted that the site, located on two acres, currently has no water or sewer available and is zoned institutional. Engineering review items included showing right-of-way for Oxmoor Flint Road, identifying existing storm structures, adding inlet protection details and a required concrete washout location, and specifying a construction exit pad of 12 inches in depth and 100 feet in length. Staff also noted that an ADEM construction general permit is required if more than an acre is disturbed.
"The proposed fire station is being developed within an established residential neighborhood, and the site design should be compatible with the surrounding area," staff said, and recommended either paving or a gridded surface with 2 inches of gravel to reduce dust and maintain defined parking spaces.
A commissioner objected to leaving a gravel parking lot next to residences, saying, "I don't think that's a good thing for me if I live in that neighborhood. So please work with them to improve that." In response, staff said the department would allow either paving or a graded, gridded 2-inch gravel system and that the applicant must provide required landscape buffers along property lines adjacent to residential uses per the City of Decatur zoning ordinance.
The motion to approve the consent agenda was amended to include the surfacing condition and seconded; the commission then approved the amended motion by roll call, 8-0. Staff noted any relocation of utilities would be at the owner's expense and that the applicant must address remaining engineering comments before permits are issued.
Next steps: the applicant is expected to submit revised plans that address engineering comments and demonstrate compliance with landscaping and surfacing conditions before permit approval.
