York County School Board approves financial claims, tables decision on board salaries until September

At its May 18, 2026 meeting the York County School Board approved a slate of certified payments and procurement authorizations and discussed the budget impact of rising fuel costs, then voted to table a proposal to change school board salaries until September.
Mrs. Goodwin presented claims certified for payment, noting instructional-related expenditures of about $146,070 (including $21,000 to ProCare Therapy for contracted nursing and speech-language services and $67,600 to SH Varsity acquisitions). The board recorded technology-related payments that included a $1,546,520 invoice to CDWG LLC for IT hardware and student devices; Dominion Energy invoiced $134,500 for divisionwide utilities and the treasurer of York County billed $750,900 for sewage services.
CFO Bowen told the board fuel costs have spiked: "In November '25, our total cost was about $57,700 for the month…However, when we got to March, it was $91,500, an increase of $30,800," Bowen said, adding April was expected to be higher and the division may need to move funds from instructional categories to operations and transportation to cover the increase.
After questions, a motion to approve the financial matters as listed (mover: Mrs. Goodwin; seconder: Mr. Schaeffer) passed 4–0. The chair then presented the consent calendar; trustees briefly removed item d (continuation of board salaries) for discussion.
During public comment earlier, Clayton Valentine had urged the board not to combine the IB coordinator role with AP and dual-enrollment coordination, arguing that IB coordinators do advocacy and 1:1 student support. Dr. Carroll responded in the superintendent’s report that the reorganization is intended to "build and strengthen all of our pathways for higher education" and not to eliminate support for IB.
Trustee Richardson said board member salaries had not changed in 25 years and recommended staff prepare a regional comparison; Dr. Carroll and HR staff said that analysis could be ready for the September work session. Richardson moved and Schaeffer seconded to table item d until September; the motion passed 4–0.
The board also approved minutes from special meetings on April 30 and May 1 (passed 4–0) and authorized the purchase of York County D.A.R.E. program supplies not to exceed $4,000 (passed 4–0). The meeting then moved to the superintendent’s report and later into a closed session under Virginia Code §2.2-3711(A)(1) to discuss advisory committee appointments.
