The Texarkana Historic District Commission voted to approve sidewalk repairs, a new metal porch fence and a wood privacy fence at 1929 Ash Street, with a condition that the solid wood fence stop at the property''s building line unless code permits otherwise.
Applicant Melissa Aycock, who identified herself as the homeowner at 1929 Ash Street, told the commission she replaced an unsafe cobblestone walk with a brick-and-concrete path and widened steps to make access safer for her 82-year-old mother. She said the homeowners want an 8-foot privacy fence at the rear and a six-foot wood fence along the side to keep children and passersby off the yard and to preserve recently completed landscaping.
Commission members questioned how far the proposed wood fence would extend relative to the house's front/building line on this corner lot. Commissioners and staff noted that, under city practice for corner lots, the side street functions as a second front yard and solid privacy fences cannot project past the building line; anything in the area between the building line and property line is often limited to shorter or open-style fencing to preserve visibility.
Neighbor Renee Boyd of 1924 Ash Street spoke in favor of the work, praising the new sidewalk and saying the fence would protect landscaping and the resident's ability to use the front entrance safely.
Commissioner (speaker 3) moved to approve the sidewalk, the metal porch fence and to permit the wood privacy fence only up to the building line, with staff (code enforcement) to confirm whether any ornamental or open-style fencing could be allowed beyond that point. The motion received a second and passed on a roll call showing Michael Hendricks, Jamie Simmons, Dave Jones and Tasha Grant voting yes.
The commission instructed staff to have the city inspector (Roger) or interim (Tyler) confirm the marked build line and whether any additional fencing could meet code before work extended past that line. The commission also carried other items on the agenda to the next meeting for lack of representation.
The commission adjourned after staff reports and announcements.
