Proposed components included a roughly 3,000-square-foot office building, employee parking, about 105 trailer parking stalls, container storage with stacking requests, and mobile compressed natural gas (CNG) fueling intended for the petitioner's fleet (not open to the public). Staff said the mobile fueling unit would be trailer-mounted, monitored by a licensed third-party fueling provider, and required to meet International Fire Code protections. Staff also noted that container stacking would require special-use and variation approvals, and recommended forwarding the annexation and classification request to City Council.
John Argadolos, representing the petitioner, said the staff report "tells the story" of the project and answered commissioners' questions about site operations, emphasizing the site would be primarily for parking rather than heavy repair activity.
During public comment Kathleen Garthas said the land used to belong to her mother and described years of personal hardship, alleging she was denied access to items on the property and that Whimsy Trucking prevented retrieval of personal property and ashes. "I beg you to deny him because of everything," she told the commission. Her remarks recounted eviction and property-loss claims; no formal legal resolution was recorded in the hearing record.
Commissioners asked questions about runoff and whether oil or repair activity would occur on-site; the petitioner said operations would comply with regulations and that the site is primarily for parking. After discussion, the commission moved and seconded a recommendation for approval by City Council; roll-call votes recorded unanimous support. The annexation will now be considered by City Council along with required zoning petitions at subsequent hearings.
