Plan Commission recommends approval of Vista Ridge lot-depth amendment, easement vacation

The Plan Commission on May 21 recommended City Council approve an amendment to the final plat of Vista Ridge Phase 1 that would enlarge 17 townhouse block lots from 58-foot to 70-foot depths and vacate portions of a blanket public utility and drainage easement.
Planning staff said the change, requested by Vista Ridge Development LLC, would allow rear patios to be located entirely within individual townhome lots without altering unit volume or design. "Staff have examined these requests and believe there will be no meaningful impact on stormwater detention or residential open space," a staff member told the commission.
The property is approximately 5.2 acres at 2700 Vista Lane and is zoned R-4 (low-density multifamily). Staff said the amendment applies only to lot depth and does not change the number, size or design of townhome units. Staff also reported no correspondence from private utility companies opposing the proposed easement vacation.
Kyle Quinn, land entitlements manager for Ryan Homes, was sworn and said he had no additions to the staff report. With no public comment, a motion to recommend approval passed on a roll call vote with commissioners recording "Aye." The item will be forwarded to City Council with a recommendation for approval.
If City Council approves the requests consistent with the plan commission recommendation, the amended plat will allow the developer to construct townhome rear patios wholly within lot lines rather than in common lot areas. No changes to stormwater infrastructure, open space, or unit design were described in the record.
