The attorney read the resolution, which said project funding will come from Federal Aviation Administration grants, state grants and a city matching contribution of $1,458,137. The resolution authorized the interim airport director to execute the agreement and administrate the construction contract.
Interim Airport Director Russell Henderson and engineers from the airport’s consultant team described the project as necessary to improve infrastructure and to accommodate larger aircraft that could support economic development at the Texarkana Regional Airport. Officials projected work to begin in July (after the air show) with a completion target in roughly a year.
A motion to adopt the resolution was made and seconded; roll‑call votes were recorded in favor and the motion carried. City officials said procurement followed a bidding process and identified Tatum Excavating Company Incorporated as the low bidder with the $15,786,713 amount spelled out in the resolution.
The board also approved several related consent items, including FAA reimbursements and engineering administration agreements tied to the airport project and other utilities and market‑study contracts.
The resolution takes effect upon signature; staff said construction contracts and scheduling details will be managed by the airport authority and its consultants.
