Arlington council approves FEMA memorandum allowing airport staging and response use

The Arlington City Council voted to approve a memorandum of agreement with the Federal Emergency Management Agency that authorizes temporary FEMA use of Arlington Municipal Airport for incident support bases, federal staging areas, responder support camps, manufactured housing, and field medical stations.
Marty, the presenter, said the MOA is a renewal after a lapse and noted the airport has historically been made available for staging and storage during major emergencies. “Under this MOA, the city authorizes FEMA temporary use of Arlington Municipal Airport to establish and operate an incident support base, federal staging area, responder support camp, personal mobilization center, manufactured housing, state unit staging area, or a field medical station,” Marty said.
Council member (speaker 1) moved to approve the memorandum and authorize the mayor to sign; the motion was seconded and carried on a voice vote. Council discussion included a clarification question about the duration of previous agreements and a council comment noting the clause that prior to activation the Washington Military Department and FEMA would resolve potential issues.
The MOA does not change the city’s permanent land‑use designation for the airport; it formalizes recurring emergency‑response staging arrangements with FEMA.
