Planning Commission approves transmission of draft RSTR CUP application form to Town Council

The Boulder Planning Commission unanimously approved sending a draft Residential Short-Term Rental (RSTR) conditional-use-permit (CUP) application form to the Town Council for approval.
Zoning Administrator Erin Smith presented the draft form, which tracks the town’s RSTR ordinance and requests proof of ownership, proof of residency, a site plan, a map of dwellings and adjacent properties, fire and disaster escape routes, parking information, guest capacity and scheduling, house rules and the Garfield County STR inspection report. The Commission discussed how mitigation conditions imposed during the CUP review would be documented (Smith said conditions are captured in a letter to the applicant kept on file) and whether some application questions overlap with the county inspection process.
Chair Nancy Tosta moved to transmit the draft application form to the Town Council; Commissioner Elena Hughes seconded. The voice vote was unanimous. Commissioners noted that establishing a fee for the RSTR CUP is recommended but has not yet occurred; that matter will be referred to the Town Council as part of the budget and fee-schedule process.
Next steps: The Town Council is scheduled to consider the application form at its May 5 meeting; if Council approves the form, one or more RSTR CUP applications may come to the Planning Commission for review at its May 19 regular meeting.
