Council approves FY2026-27 budget, a DNR boating grant and a water-extension agreement; proclamations adopted

At its May 18 meeting the Grand Haven City Council approved several items on the agenda, including the FY2026-27 budget, a Michigan Department of Natural Resources boating-access grant for the FlyHive launch, and an intergovernmental water/sewer extension agreement with Grand Haven Charter Township.

Finance Director Emily Green presented the budget package, noting no changes since the public hearing; highlights included fee-schedule adjustments, capital-plan updates and a placeholder of $1,500,000 in FY28-29 for a snow-melt boiler replacement. Council approved the amended budget, millage rates and capital plan by roll call.

Public works staff (England) reported the city has received a $163,000 DNR grant for the FlyHive boat launch; council approved using the grant and budgeted a match in FY27 to cover docks, approach work and dredging. Dana described a sewer/water extension agreement with Grand Haven Charter Township that would standardize the administration, ownership and billing process for cross-boundary service extensions; council approved the agreement and staff said the township board will consider the same terms.

Council also adopted proclamations declaring the City’s intent to pursue designation as a Heart Safe Community and recognizing National Public Works Week. The consent agenda—covering minutes, bills totaling $1,302,660.49, and a task order with HDR of Michigan (NTE $221,162, contingent on Board of Light and Power approval)—was approved by roll call.
