Commissioners approve resolutions supporting two state bills, oppose Dominion Energy rate request, authorize equipment purchases and local proclamations

The Currituck County Board of Commissioners carried a series of motions and resolutions on Monday evening following the manager’s budget presentation.
The board adopted resolutions supporting two state bills the county has listed as legislative priorities. The first resolution supports Senate Bill 1009, which would repeal the prohibition on certain shore-protection structures (breakwaters, seawalls, groins, revetments) and direct the Coastal Resources Commission to adopt rules governing erosion-control measures; the board approved sending the resolution to state legislators and the county’s lobbyists. The second resolution supports Senate Bill 1065, a temporary moratorium on new coastal fishing regulations and a proposal to reestablish a joint legislative commission on seafood and aquaculture; that resolution also passed on a voice vote.
The board also approved a resolution opposing Dominion Energy’s proposed rate increase, which the manager said would be an average $17-per-month increase for residential customers; a commissioner who identified as an employee of Dominion asked to be excused from discussion and voting on that item and the board approved the excusal prior to the vote.

- Approved a sole-source purchase resolution to acquire ExpressVote universal ballot-marking devices from Election Systems & Software LLC to maintain ADA-compliant voting equipment and compatibility with paper ballots. - Approved proclamations recognizing May as Older Americans Month and June 15, 2026 as World Elder Abuse Awareness Day. - Approved the consent agenda and multiple budget amendments for the Ocean Sands Water & Sewer District. - As the Tourism Development Authority, approved distribution of $150,000 in event grants to 11 events (including OBX Festival of Golf, Boots & Brew, Bowls & Brews, Corolla 10 Miler and others); two commissioners disclosed conflicts of interest for particular grants and were excused from voting on those awards.
