City staff presented a public hearing announcing the proposed Boone Well No. 30 project and its planned funding mix, and the council voted to endorse submission of a Community Development Block Grant (CDBG) application and commit matching funds.
At the hearing S6 (city staff/CDBG presenter) said the project responds to aging wells and growing water demand and that the city is requesting $500,000 in CDBG funds. S6 summarized estimated costs: total project cost of $982,000; CDBG-eligible construction estimated at $800,000, construction contingency $160,000 and grant administration $22,000. S6 also said the project would be financed with a combination of SRF loan funds and CDBG and noted an SRF intended-use plan that includes $20,471,000 in loans, with total resources available for the broader SRF package of $20,971,000.
Following the presentation the council closed the hearing, approved a motion to commit matching funds (Res. 35-27) and approved a resolution endorsing submission of the CDBG Well No. 30 application (Res. 35-28). Council also approved the selection of a grant writer/administrator recommended by staff to prepare and administer the application.
Council additionally approved related professional-service agreements connected to water-system work, including authorization of an archaeological survey agreement with Bear Creek Archaeology Inc. and a professional services agreement for a sanitary sewer inspection program. Staff was directed to submit the CDBG application to the Iowa Economic Development Authority no later than 05/22/2026.
