Council adopts amended consolidated fee schedule, passes through $3 sewer increase

Farmington City Council voted Tuesday to amend the city’s consolidated fee schedule, adjusting planning fees, passing along a sewer rate increase from Central Davis Sewer District and raising nonresident recreation charges.

Levi, a city staff presenter, told the council “there are 3 main changes that we're making,” saying the adjustments will better align fees for subdivision and planned-unit-development reviews with how staff spend their time. Chair noted that the council would also pass on a $3-a-month increase from Central Davis Sewer District, saying, “They did a $3 a month increase over which we have no control.”

During brief discussion Council members questioned enforcement and examples of theft from hydrants and asked about a building-code citation that appears in the packet. Melissa asked whether the packet’s reference to the “2006 International Building Code” actually reflected current local adoption; staff said the city’s code automatically incorporates later versions and that they would look into updating any dated references.

Scott moved the resolution to adopt the amended fee schedule; Kristen Sherlock seconded. The council voted and the chair announced, “Motion carries unanimously.”

The amendment covers three principal elements: (1) fee realignments for subdivision and planned-unit-development services, (2) the pass-through of the $3/month sewer rate increase from Central Davis Sewer District, and (3) increases to nonresident rates for several recreation programs. Staff said the packet has details of the specific line-item changes; the packet also includes a page-by-page reference to every change. The council did not amend the proposal on the floor.

Next steps: The fee schedule amendment takes effect as described in the adopted resolution; staff will follow up with any packet corrections (including the building-code citation) and return with clarified language if needed.
