Summary
At its April 7 meeting the Commission approved a package of consent and other votes including grant applications (Morton Building and VOCA), an intergovernmental DA position, transit safety-plan submission, Vision Zero acceptance, procurement and contract awards totaling multimillions, TSPLOST and ARP budget amendments, and authorization to participate in a national opioid settlement.
Athens-Clarke County commissioners approved a multi-item consent package and several separate votes on April 7 that together amend budgets, authorize grant applications, award procurement contracts and fund capital projects.
Key items approved in consent and subsequent motions included:
- A possible $75,000 National Trust for Historic Preservation National Action Grant application and authority to accept and execute related documents for a Morton Building historic-structure report (consent). - An intergovernmental agreement with Oconee County to reimburse salary and benefits for a newly authorized full-time Attorney I–III position in the District Attorney’s Office, and creation of that position with a $150,000 operating allocation (consent). - Renewal of a Prosecuting Attorneys’ Council of Georgia Victims of Crime Act grant ($60,911) to fund one victim-advocate position (consent). - Approval to submit the Transit Department’s Public Transportation Agency Safety Plan 2026 updates to GDOT and the FTA (consent) and acceptance of the Vision Zero Safety Action Plan for FHWA submission (consent). - North Avenue TAD priority funding recommendations and distribution percentages for economic development, affordable housing and infrastructure (consent). - Award and procurement approvals including: six Allison H40 EP hybrid battery packs from The W.W. Williams Co., LLC for $308,675.40; a Construction Services Contract Award to Dayco Ventures, LLC for SPLOST 2020 Project 20 - Satterfield Park Improvements with a total construction contract of $3,021,129.25; and designation of Hogan Construction Group, LLC as highest scoring firm and authorization to negotiate a not-to-exceed contract of $11,000,000 for the Eastside Library SPLOST Project 25. - A TSPLOST 2018 Capital Projects Fund amendment to add $1,250,000 for Project #12 – Pedestrian Improvement Program (from excess revenue). - Approval of FY27 Community Partnership Program funding recommendations and a minimum FY28 request threshold of $60,000; the motion passed 7 YES, 1 ABSTAIN (Commissioner Johnson), with Commissioner Hamby absent. - Authorization to execute an intergovernmental agreement with the Classic Center Authority and a professional services agreement not-to-exceed $600,000 with Accenture to serve as Arena District Development Facilitator; the county allocated $400,000 from the East Downtown TAD fund to cover facilitator expenses. - A resolution directing Athens-Clarke County to participate in the Remnant Defendants’ national opioid settlement (MDL 2804) and appointing Mayor Kelly Girtz as county representative for participation paperwork. - A budget amendment reallocating ARP and other funds to provide up to $350,000 for local road improvements (ARP/Fleet/General Capital transfers).
Where recorded, vote tallies and abstentions are noted. Most consent items passed unanimously; the Community Partnership Program motion recorded one abstention.
