Commission approves rezoning and special-use permit for concrete batch plant at 330 Old Hull Road

Athens-Clarke County commissioners unanimously approved the rezoning of approximately 10.147 acres at 330 Old Hull Road from I* (Industrial with conditions) to I (Industrial) and adopted special-use findings to allow a Level III mobile concrete batch plant.
The application, filed by Scott Haines/W&A Engineering for HIGHTECH Engineering, was recommended for approval by the Planning Commission subject to conditions. Public input included a statement of support from Bryce Nicks. Commissioner Thornton moved adoption of ordinance #26-04-24; Commissioner Taylor seconded and the motion passed unanimously.
The ordinance and associated special-use plan (identified as SUP01 dated Jan. 30, 2026, prepared by Jon M. Williams, RLA) are incorporated by reference and will be stamped “binding” and made available for public inspection in the Planning Department. Conditions include application of site-design standards applicable to E-I zones, and restrictions limiting uses to those permitted in the E-I zone except for the specific Level III mobile concrete batch plant authorized under the special use.
The ordinance amends the Official Zoning Map and references Tax Parcel No. 162 024L; the binding site plan and written report will be kept on file in the Planning Department.
