Village Manager John Lockerbie summarized the actions and decisions resulting from the budget review process and four public hearings conducted in April. Staff presented the fiscal year 2026–27 operating (general) fund total as $78,200,000 and the sum of all funds (including water, pension, TIF, federal aid, capital program and others) as $194,893,846.
Lockerbie said the budget as presented was balanced before the board added strategic enhancements that required additional revenue. Those enhancements — described in the packet and linked to a strategic plan priority of financial stewardship — include staffing, software, and an additional ambulance to cover high‑demand periods. The manager and finance staff explained that part of the revenue need is the decline in franchise/cable revenues as households shift to streaming, which motivated the amusement surcharge/streaming proposal later discussed that evening.
Trustees thanked staff for a thorough review of the process. Trustee Robinson said he appreciated the board’s interrogation of the budget during public hearings. After brief comments and a final roll call, the board adopted the FY2026–27 budget.
