Washington Terrace staff briefed the council on plans to refresh the city’s impact fee schedules for parks, water, sewer and storm infrastructure at the May 19 meeting.
Staff said many of the city’s impact fees are out of date and that a defensible, data-driven analysis is required before adopting new fees. To develop the necessary technical analysis, staff proposed contracting with Zions Bank (a professional firm used previously by the city) on an hourly basis with a not-to-exceed cap of $10,000. Council members asked clarifying questions about scope and application: impact fees apply to new residential growth (for example, net new units created by a teardown-plus-multiplex project) but do not apply to one-for-one replacement of an existing single-family home. Staff said commercial projects that increase water demand would be subject to water/sewer impact fees rather than parks impact fees.
No action was taken at the meeting; staff said the consultant contract will come forward for council consideration at a future meeting. Councilmembers noted the city is largely landlocked so the number of new-home projects will be limited, and that updating the fees now will help ensure fee defensibility and legal defensibility in development review.
