Washington Terrace to pursue impact-fee study for parks; consultant work capped at $10,000

Staff told the council that impact fees for parks, water, sewer and storm infrastructure are out of date and that state requirements and defensibility demand a fresh analysis. Tom said the city plans to engage professional services — Zions Bank for financial analysis and Jones and Associates for engineering support — on an hourly basis with a not-to-exceed cap of $10,000 for the initial contract.
Tom clarified that impact fees apply to net new residential growth (for example, new dwelling units produced by a redevelopment that adds units); a one-for-one replacement of a demolished single-family home with a single-family home would not trigger the parks impact fee. If redevelopment increases the number of dwelling units, the incremental units would be assessed impact fees for parks and utilities.
No action was required at the meeting; staff will bring a contract to the council for approval at a future meeting and asked for direction on retaining the consultant.
